Civilian Voices: Roundtable at the Geneva Peace Forum 2026

Thousands of Ukrainian civilians have been unlawfully transferred, detained or remain missing in connection with Russia’s occupation of Ukrainian territory. While mechanisms for verification, humanitarian access, documentation, legal accountability and diplomatic mediation already exist, these efforts often operate separately, leaving cases without clear follow-up and families without answers.

The Civilian Voices event will put affected people and their families at the centre of the conversation. Rather than speaking about victims, the roundtable gives them the opportunity to describe their experiences, articulate concrete demands and question the institutions responsible for different stages of the international response.

Through specific case trajectories, the discussion will examine the gaps between verification, humanitarian access, documentation, legal action and diplomacy, asking where responsibility lies when a case stops moving forward. Institutional representatives will be invited to identify what can already be done, what remains missing and how existing mechanisms can work together more effectively.

The session aims to move beyond visibility and diagnosis towards practical cooperation, including stronger coordination, clearer responsibility for individual cases and concrete follow-up among participating organisations and states.
