Kamel El Hilali

Dr. Kamel El Hilali works as an AI & the Rule of Law Specialist at UNESCO where he develops the training programme and tools offered to judicial operators (judges, prosecutors, court staff, lawyers and scholars) across the globe on AI, Ethics, and Human Rights. These tools include a Global Toolkit on AI & the Rule of Law, the Guidelines on the use of AI in courts, an Ethical Impact Assessment methodology for the Judiciary, AI Essentials for Judges, and a MOOC on AI, Justice & the Rule of Law developed with the University of Oxford.

In parallel, Kamel also teaches Cyberlaw in various universities in France.

Kamel holds a PhD in Law from Paris Pantheon Assas University. His Ph.D thesis, De la surveillance à la vigilance de l’Etat. Le contrôle des informations et des plateformes aux Etats-Unis (From surveillance to vigilance of the government. The control of information and platforms in the United States), has been awarded and published by Dalloz in 2024. His research focus on the regulation of AI and social media platforms, content moderation, data transfers and electronic surveillance and their consequences on freedom of expression, privacy and democracy.
